[DESCRIPTION] - Performs application development including logic
design, coding of instructions, program compilation, and
integration of program modules. Responsible for development
using specific system products. Provides application software
that is efficient, well documented and in accordance with IS
standards. Participates in detailed specification reviews and


of all production applications. - Investigates and corrects
ongoing application problems determining and documenting user
needs. Provides maintenance support for production applications.
Responsible for specific system products and areas. - Creates
and/or participates in the development of technical documentation
to include: data and job control procedures; operations
procedures; restart, recovery, and contingency procedures; user
procedures; overall program documentation; and other
documentation as deemed appropriate. - Competent to work at the
highest technical level of all phases of applications systems
analysis and programming activities. Responsible for completion
of a phase of a project. Regularly provides guidance and
training to less experienced analyst/programmers with the
expectation of developing into a Lead position. 2 positions
available. [REQUIREMENTS] 1. Education: Undergraduate degree in
the computer sciences preferred. An equivalent combination of
technical school training and/or directly related experience,
which demonstrates the ability to perform the job functions, may
be substituted. 2. Experience: 6-8 years related experience 3.
Analytical Skills: Individual must be a logical, inquisitive, and
sound thinker and possess the ability to: define and analyze
alternative solutions; exercise discretion and judgment
consistently in development, design, and programming assignments;
recognize the most efficient and economical way to service
customers with systems requirements; and extract meaningful
information in the process of discussing requests with the
customer. 4. Communication Skills: Must be able to communicate
and interface effectively with users, peers, and management in
order to ensure the integrity of design, programming, and/or
implementation. Written communication skills should support
clear and concise user documentation. 5. Leadership Skills:
Perform in a manner that demonstrates excellence to others. 6.
Additional Requirements: Proficiencies in the use of COBOL
programming language, utilities, and operating systems associated
with IBM MVS OS 390 environment. Be able to gain a thorough
understanding of an application and its relationship to business
operations. Proficiencies may be required in all aspects of
programming to include: writing program specifications,
time/resource estimates, coding techniques, testing, and writing
clear operating instructions. 7. Accountabilities: - Be able to
provide accurate time/resource estimates for project activities;
- Produces a quality product on schedule, with a low level of
system and program maintenance, and with a design, which results
in smooth installation and minimal delivery problems: - Closely
monitors modifications that affect assigned systems; - Provides
quality responsive production problem resolution and customer
assistance.
